    Let me tell you, it's a complicated mess, but to simply answer your question, if you want to do a cover of a song (except for your own personal use) you must pay fees. The above website can tell you some of what you want to know.

    I don't think they are illegal, but it is contravertial. It is someone elses song and they have composed it again...
