The only out option on my Behringer 1202 is RCA tape out and the Mia has
1/4" balanced in. Will a cable with RCA's on both ends with 1/4"
adapters on one end be OK. Will I lose the balanced feature to keep
    things quiet?

    Thanks

    Probably.

    Yes.

The cable of your dreams follows the wiring diagram posted at

    http://www.rane.com/note110.html item 18.

Your RCA tape outs are unbalanced to begin with, so you don't need to worry
about that. The 1/4" adaptor should work fine. I think your MIA allows you
to choose between +4db and -10db nominal input levels. Choose -10, keep
your cable runs short and routed away from power cords and everything should
    be fine.
