do i need a keyboard for sequencing midis?
I don't think so, I could be wrong though. I think you can get a synthesizer that can be emulated through your computer keyboard.
One does NOT need hardware to sequence midis. I am not a midi gurro, but I HAVE sequenced files before, and I used a very cheap (programming wise) program to make my crappy midi files. Basically, you need to know how to read music, or else learn, because the music staff will make no sense, and then a composer program, and then you can make midi files by entering notes and chords. It looks a lot like sheet music, only you can change the instruments, and have multiple tracks and stuff...
i have found that pushing random numbers on the telephone works ;p
oh, and the MPC2000XL is very nice...
An MPC4000 would be even nicer
