    *Moves to General Sequencing*

.FLP is a Fruity Loops sequence file, and really isn't directly convertable to MIDI. I've never worked with the program, but I'm guessing that if you have Fruity Loops, you may be able to bounce the tracks to MIDI and later set the proper GM presets and transpositions with a true MIDI sequencer.

But what if the tracks were in good ol' PCM format? Unless the streaming sample tracks are propoundly generic, how does one go about rendering them to MIDI?

There are many formats, but none of them are MP3/WAV/etc.

fruity loops 3 can just save midi files... (sorry if i didn't understand you correctly). You can just use a simple program to edit the instruments. I have this program called Midi illustrator that came with my soundcard. All it can do is edit instruments.
