Just use any midi editor, you can find a load by looking at the other topic on this site. Select the entire MIDI file and change the Velocity of the entire piece. I downloaded a freebie editor, it allowed me to make the MID I was using (mission Impossible 2, you know, the one with the cool accostic gituar) louder by adding a set value to all the notes. Be careful as you can flatten the tune, making all notes the same velocity and make it sound terrible

Just use Cakewalk to edit your midi files. Set all volumes to 127 and the same with the Velocities.

In any midi editor you can increase the velocity as stated in an earlier post.
